What is the Gateway Spaceport?

The Gateway Spaceport is described at: http://gatewayspaceport.com/

It is a classical large, rotating wheel type of space station design, as originally proposed by Werner von Braun. The construction is via modular elements which are assembled in a low earth, circular 400 km altitude orbit.

This is an ambitious design planning to house 1,250 people. It will be very difficult to achieve this if the price of launching hardware into space does not decrease from a current level of about $4,200 / kg (Space X). Technically it is feasible, but the logistics and cost of building it are daunting at this time.
